Montgomery Promenade Phase II
The Promenade's owner has applied to split its 27.8-acre Phase II parcel on Route 206 into two lots (PB-11-26), with no variances requested. Route 518 neighbors say the developer has not kept written agreements on fencing, a berm and screening; the agreements are not public.
What happens next
The Phase II subdivision (PB-11-26) needs a Planning Board hearing; no date is set. Watch the Planning Board agendas and the Public Notices page.
The Montgomery Promenade, at Routes 206 and 518, was first approved by the Planning Board in 2018. The current developer, SJC Ventures, won approval in December 2021 to build it in two phases. Phase I is opening in stages.
The owner has now applied to divide the 27.786-acre Phase II parcel (Block 34009, Lot 1) into lots of about 18.45 and 9.33 acres (case PB-11-26, signed September 18, 2026). The plat says no variances or waivers are needed. The Planning Board lists it as a future agenda item; no hearing date has been set.
Separately, residents of the homes on Route 518 that border the project say the developer has not honored written agreements with them. At the Planning Board on March 9, 2026 and the Township Committee on October 15, 2026 they described a boundary fence set in the wrong place and installed after the sewer work, a berm in the wrong spot, and a lack of notice before work near their homes. The agreements are private and not public, and the developer’s side is not in the public record.
The township record shows one written link: a 2021 condition of approval requires the applicant to “comply with any agreements with neighboring owners regarding installation of sewer.” The township also reserved sewer capacity for seven Route 518 lots in 2023. Whether the fence, berm and screening terms fall within any condition has not been established.
Timeline
- Milestone Planning Board approves the Montgomery Promenade at Routes 206 and 518The Planning Board granted MM/PG Montgomery Properties, LLC (Madison Marquette) major subdivision and preliminary and final site plan approval, with bulk variances, for a shopping center and 34 single-family homes on about 53.5 acres at Routes 206 and 518. An amended approval followed on November 19, 2018, and was memorialized as Resolution PB-04-17 that December.
- Milestone SJC Ventures takes over the Promenade and wins approval to build in two phasesPrinceton Promenade, LLC, an SJC Ventures entity then under contract to buy the site, won amended preliminary site plan approval to build the Promenade in two phases (case PB-05-21). One condition, as the board planner later quoted it, requires the applicant to "comply with any agreements with neighboring owners regarding installation of sewer." The resolution was memorialized January 24, 2022.
- Milestone Planning Board hears the Promenade's final plans for Phase I and Phase II (PB-02-22)The Board heard Princeton Promenade, LLC's amended preliminary and final site plan and subdivision for Phase I and final site plan for Phase II. The township's project page describes Phase I as 11 buildings (about 162,200 square feet) and Phase II as five buildings (about 125,500 square feet). The 2026 subdivision filing gives October 10, 2022 as the date of this case's variance approval.
- Milestone Committee authorizes the Promenade's construction sequence agreementThe Township Committee authorized a Construction Sequence Agreement with TGA SJC Montgomery Promenade Owner, LLC covering Phases 1 and 2 (Resolution #23-10-277), the developer's agreement that sets the order in which improvements must be built. On November 9 it authorized the project's easement agreements, which can include recorded "landscaping buffer and/or screening" easements.
- Milestone Sewer capacity reserved for the Promenade and seven Route 518 homesThe Township Committee authorized a Sewer Capacity Reservation Agreement with the Promenade's owner for Phases 1 and 2 and "for 7 existing residential lots along Route 518" (Resolution #23-12-335). These are the neighboring homes whose owners say they hold private agreements with the developer covering sewer, water, fencing and other work.
- Active Promenade signage and model home approved; Route 518 neighbors ask the Board to note their agreementsThe Planning Board approved the Promenade's revised signage and a model home (PB-06-25) 7-1. Five residents of Route 518 spoke. All supported the project, and all asked for better communication from the developer about private agreements covering sewer, water, fencing and sidewalks. One said a fence was installed improperly on their property. The conditions read into the record did not mention the agreements.
- Milestone Committee approves a second amendment to the Promenade construction sequence agreementThe Township Committee approved a Second Amendment to the Promenade's Construction Sequence Agreement (Resolution #26-5-161), 5-0. The Administrator said it changes three items: when the central park is finished, when the bus shelters must be in place, and temporary power for some street lights. Nothing was said about buffers or the Route 518 homes.
- Pending Montgomery Promenade: a Phase II subdivision filing, and a neighbor says earlier promises are not being keptThe Promenade's owner has applied to split the Phase II parcel on Route 206 into two lots (PB-11-26). No Planning Board hearing date is set. On October 15 a resident of Route 518 told the Township Committee that the developer has not honored written agreements with neighbors, which, the resident said, its attorney promised "back in 2019, I believe it was," to keep "to the letter." The Committee asked for copies and took no action.
